At the time of elections, in inflation adjusted dollars? Will it ever happen again (I would bet on Eisenhower not having a mil at the time of elections). Should it happen again (not in 2012, obviously)?

Sorry, but Carter was EXTREMELY wealthy before becoming Gov. of Georgia, much less the President.
According to a New York Times article in 1992, the joint net worth of the Clinton family was between $350,000 and $1 million, so yes, its likely Clinton was the last non-millionaire President.
