My, aren't YOU the little dictator!
How about this: the government plan is cheaper and my employer will save money by dropping my plan therefore sending me to the government option. We all know that's what will happen. And since that is their actual plan anyway, they should take it also. They are so impressed with it, let them put their money where their mouth is. I don't mind paying for my PPO. And as yet I have not had one executive as you call them, turn me down on any procedure.

Truthfully, you will still have to follow what yor employer is doing. If your company decided you will have private insurance you must follow and vice versa. So for someone getting their insurance via an employer, the status quo of having to follow your employer's choice is maintained

“One of the things that we’ve said is that if you are eligible for your employer plan, then you can’t just go into the public plan,” he said. “You can’t decide that you’re already having a pretty good deal in insurance and you’re just going to dump that—what’s called a firewall.”
