Executive Order 13489 is just the standard Presidential Records order that all President's invoke - it just refers to disclosure of White House documents - has nothing to do with his birth certificate. Reagan, Bush 1, Clinton and Bush 2 all signed identical orders.

And even more hilarious is the fact that Obama's Executive Order restricted the ability to assert privilege claims that Bush had broadened. IOW, Obama made it harder to assert privilege in blocking the release of presidential records.
