BWAAHAAHAA! You almost made me spit out my beloved red wine w/that first sentence dangit! Although, I think this is probably much ado about nothing. Yes of course he shouldn't have yelled that out but I don't see it being serious enough to be reprimended.

I'm not sure what a reprimand even means but apparently such an outburst even during a regular session of Congress would rate such discipline.

My favorite story from the incident was Bad Boy Rahm going up to the Republican leadership and telling them that he expected a prompt apology ending with a terse, "you have my number."

whatever your opinion there has always been a sense of decorum when the President is addressing Congress in chambers. This isn't the British House of Commons ala Prime Minister's questions time.
