This is great. So if they don't understand it, how do they know what's in it? That is a pathetic excuse.
Actually I applaud him for his honesty. He compared the language of the Baucus bill to the fine print on a credit card application. The purpose of both is the same: to defraud the consumer. And the authors of both ought to be prosecuted and put in jail.
No, the purpose of both is to establish as exact and precise a legal meaning as possible so that potential court review and litigation can be held to a minimum. People raise legal issues and questions all the time. If a credit card agreement or a law is written to encode the precise legal terms and meanings that the legislature intends, then the state of confusion in the courts can be held to a minimum. If you actually spend time reading legislative language at least, you can come to understand it fairly well, but it's not something you can pick up in an hour or two. Legislative language exists for a reason. The reason isn't to confuse people.
