"Majority Leader Harry Reid has announced that the Senate version of health care reform will include a public option with an opt-out, which would allow states to not participate in the government insurance program. The White House reportedly favored a trigger instead, which is probably just a sneaky way to kill the measure altogether.
"But CNN quotes a White House official who said the president would support Reid’s more ambitious effort."

'The "opt out" proposal would set up a national insurance plan with government seed money and be run by a private, not-for-profit board. Under the proposal, states would have to prove they can provide comparable coverage in order to exit out of the federal plan. The plan would also negotiate rates with providers just like private insurance companies do, presumably keeping premiums on a level playing field with the private industry.

Sparsely populated states would probably be better opt'ing out.
I hope Texas does NOT opt out. We have lots and lots and lots and lots of Hispanics who tend to have lots and lots of kids. I can see a major state tax burden if they do opt out. Financially it's better for Texas to throw them in a Fed program.
The States can "opt out" of many federal programs.....but they don't because they would lose BILLIONS in federal money if they don't do what the federal government forces them to do.
It sounds like a compromise with the insurance companies, where certain red states can "opt out" for some crap that is run by the insurance industry. It means that there will still be pockets of uninterrupted insurance company profits and restricted or expensive choices will be the only ones available for those unfortunate people who still will be unable to afford it.
They need to set an earning ceiling, and if you fall below it you are entitled to the public option and no one can "opt you out" of it

I think that was the gist of the "trigger plan" that got Snowe onboard but they seemed to have thrown that one out.

And some , like Minnesota , will NOT opt out...or Republicans will be CRUSHED in 2012.... so it's a win/win.
