And secondly, if that's what you're trying to insinuate, did you notice that the article itself injects the word "taxpayer" more than once? That means, someone who pays their taxes. Since when has $500 million become "billions"?

You have not read the article correctly. The "billions" has nothing to do with the first time home buyer program but is more to do with IRS incompetence when trying to get illegal immigrants to pay taxes. Then again, the article talks about fraud but not about the extra taxes the IRS got from these immigrants
