In the first place, I'd like to see some evidence that Congress had to approve of McCain's running. Link please?
In the second place, the Democratic Party has absolutely no authority over what happens within the Republican Party and zero power to prevent the Republican's from running anyone they want.
In the third place, had Obama not been a citizen and qualified to run, would the Republican Party have remained silent on the issue?
There are several links below about McCain's citizenship. The Senate declared him to be a "natural born citizen" so he could run.
In 1904 the US Congress passed a law that stated if a child was born in the Panama Canal zone they were considered to be a natural-born US citizen.

No, the Senate did NOT declare him to be a natural born citizen. Previous law did that and the Senate merely registered it's agreement with the existing law.
