"WASHINGTON - House and Senate Democrats intend to bypass traditional procedures when they negotiate a final compromise on health care legislation, officials said Monday, a move that will exclude Republican lawmakers and reduce their ability to delay or force politically troubling votes in both houses.
The unofficial timetable calls for final passage of the measure to remake the nation's health care system by the time President Barack Obama delivers his State of the Union address, probably in early February.
Democratic aides said the final compromise talks would essentially be a three-way negotiation involving top Democrats in the House and Senate and the White House, a structure that gives unusual latitude to Senate Majority Leader Harry Reid of Nevada and Speaker Nancy Pelosi of California."

In this way he asserts that the states' rights view in the Constitution is obsolete and that the 10th Amendment to the Constitution is also.
These are, in my opinion, the true reasons for the rush to pass this legislation at all costs. To understand this one must comprehend the Saul Alinsky strategem for usurping power, of which the Oba-meister is a devotee of.
Passage would confirm for all the world to see that this American public, in the "First)"instance agrees with his view of "fundamentally remaking America" and they also, by virtue of the "Second)"instance, agree that the Constitution is "flawed".
These two critical affirmations of public support are all he needs to confirm for ALL, his mandate for change as being by "popular support". The rush to judgement on ObaCare MUST succeed in his first term, before ObaCare actually kicks in long enough to prove itself a social and economic disaster he knows it is. He's delayed it kicking in to cover the demonRATs *sses for the 2012 mid-term elections. He's made us pay for it 'in advance' to minimize the initial economic disaster it will be.
However, as all those disposed to the arrogance of absolute power, they always underestimate the opposition, in this case the voting public. Socialism cannot exist in a country where the medical/health care system has not also been "socialized". That is, pure and simple, why this MUST be Obama's signature legislation.
