clearly this congress has shown that our representatives are incompetent to run this country effectively. we do not need more debt and we certainly do not need more mouths to feed! this certainly does not help our unemployment numbers. isn't it time that mr. globalist decides to concentrate on our OWN country???....

If this is true, it is another example of Obama ignoring the Constitution. Only Congress can authorize the spending of money. The President cannot "order" the spending of money via executitve order. Further, Executive Orders may not be used for things other than policy declarations. The President cannot "make law" via Executive Order".

In late January 2009, President Obama issued Presidential Determination No. 2009-15 to provide emergency funds for "Unexpected Urgent Refugee and Humanitarian Needs Related to Gaza". This order simply authorized a contribution of $20.3 million from the US Emergency Refugee and Migration Assistance (ERMA) Fund to meet urgent "humanitarian needs of Palestinian refugees and conflict victims in Gaza". It did not, as claimed above, approve or authorize any Palestinians or Gazans - much less "hundreds of thousands of Palestinians with ties to Hamas" - to migrate to, or resettle in, the United States.

In May 2007, President Bush issued a similar Presidential Determination authorizing the expenditure of $29.5 million for "humanitarian needs resulting from conflicts in Somalia, Sudan, and Chad, and breaks in the food pipeline for refugees in Africa, and in the West Bank and Gaza"

so to review:

- this happened in january
- this has nothing to do with hb 1388 (or hr 1388)
- it also has nothing to do with palestinians immigrating to the u.s.
- the president is authorized to direct spending of funds already slated for international humanitarian aid
- there is no issue, and people should really do some research of their own before they believe and pass on e-mail forwards. even a little critical thinking would be nice - $20 million to transport "hundreds of thousands" of people to the u.s., feed and house them?

To start, the claim that H.R. 1388 was passed "behind our backs" is false, and the bill had nothing to do with Palestinian refugees in any case.
H.R. 1388 actually expands AmeriCorps and other federal public service programs, more than tripling the total number of positions to 250,000. It got lots of publicity as it worked its way through Congress, including a widely reprinted Associated Press story on March 31 when the House cleared the final version for the president’s signature. The headline: "Congress Expands Ways for Americans to Help Others."

i fail to see how spending 20.3 million taxpayer dollars in this "cause" benefits even one american!

mr. obama really needs to concentrate on the welfare of the united states since he was elected to represent the citizens of the united states......

How has any of the tax money spent outside of the US benefit us. I still do not see how a war in IRAQ for the last 8 years have benfit us, those responsible for 9-11 were and are in Afghanastan. But that still does not negate the fact that the OP as well as those believing the email hoax responded as if it was true without researching before responding.
