The only "law" ever talked about in Indonesia about citizens and school had to do with a restriction for those who were citizens ALREADY , couldn't attend Chinese language schools

There is no evidence that Obama was ever adopted by Lolo Soetoro, but it doesn't matter anyway. Under US law, that would have zero impact on Obama's US citizenship.
The elementary schools Barry Soetoro attended required Indonesian citizenship...
