It would go more like this:
Hispanic: "Hello officer, what's the problem"
Officer: "Well, you didn't use your directional within the required period of time, before you changed lanes. I just wanted to give you a warning. By the way, do you have your papers?"

Cops can follow anyone for awhile and usually find some type of driving violation - real or imagined.
The same potential applies to any law, so if your racist police officer is out there, he is already doing this, and has been since the first law was put on the books. So what is your point?

Seeing as how you are from Massachusettes, how about YOU stay back east and leave Arizona to tend to Arizona's business? Or better yet, why don't you "reassign" yourself to a "different country." You might enjoy the warm weather in Mexico!!! Go for it!
