In mid-February 2008, fresh from winning a bunch of Super Tuesday primaries, Barack Obama granted an interview to "60 Minutes" correspondent Steve Croft. "When you sit down and you look at [your] resume," Croft said to Obama, "there's no executive experience, and in fact, correct if I'm wrong, the only thing that you've actually run was the Harvard Law Review."
"Well, I've run my Senate office, and I've run this campaign," Obama said.

0bama has been sitting back and letting BP take control of containing the spill, he let BP control the situation from day one, relying on BPs judgment, BPs assessments of the volume of oil and scope of the leak, and he allowed BP to coordinate the clean up.
Which is exactly what an inexperienced former community organizer does
A leader is unafraid to take charge so that the situation is handled, contained, and dealt with on their terms, not waiting in the dark for the terms to be dictated to them by someone else.
A leader puts all their resources in place to monitor the situation, so they are informed of the magnitude of the situation and they know what is going on, they do not sit back and wait for some other entity to inform them of what theythink the situation is.
A leader places his people in positions to oversee the situation, without interfering, or getting in the way of the professionals who are trained to perform their specific functions, and ensure that whatever they need to accomplish their jobs is made available.
A leader personally coordinates the efforts of all concerned parties either in person or thru his trusted staff members, to make sure every effort is being done, and nothing goes forgotten or ignored.
I have had many people work under me, who were responsible with completing some assigned task. The danger signs of someone who was over their head were always the ones who acted just like 0bama. When asked for an update, they were always lashing out at their subordinates or blaming third parties, and trying to deflect as much blame away from their selves as possible. So I'd offer them a lesser job to do, and they leaped at the chance to get out from under their current task.
0bama is a finger pointer, a complainer and a rabble rouser, he is completely out of his element here, which is why he just makes speeches, names committees, and searches for people's throats to put his boot on, people to sue and asses to kick.

Stopping this oil spill is a technological problem, not a political problem. Minimizing the damage becomes a political issue when things like requests for permission to build sand berms are ignored or denied. BP was also using oil-eating bacteria but was told by the feds to stop because "it might be harmful to the wildlife". (Per a geologist friend of mine who has a 30+ year career in the oil industry.)
On another thread I posted my opinion that Obama was juggling political response in order to allow as much damage to occur as he could get away with in order to demonize Big Oil, advance his green agenda and beef up support for Cap and Trade. An opinion piece in yesterday's WSJ says the same thing:

I went thru some of them, if you would read my posts.
0bama relied on BP to tell him how much oil was leaking, allowed BP to coordinate the clean up, hell, 0bama had his MMS director quit, and he was completing out of the loop, and had no clue if she quit, or was fired or went on vacation to Disney Land to unwind. He was also AWOL throughout the Tennessee floods... because he is over his head.
