On Google Maps I see a big green area between Indian River Blvd on the west and what I suppose is the Intercoastal Waterway on the east. Is that green area a public park? Can one jog there?

Let's try again. Bring up Vero Beach in Google maps (maps.google.com). Between Indian River Blvd on the west and Indian River on the east, about 1500 feet south of the 17th Street bridge, you'll see a large area of green along the west side of the river, which extends south as far as the McKee Botanical Garden, albeit somewhat to the east of McKee. IS THAT PARK LAND? WHO OWNS IT? CAN ONE RUN THERE?

This is a pretty basic question which anyone from Vero Beach should be able to answer.

A mix of Public {but mostly} Private property that is heavily wooded and marshy near the river. Not open to public access

That may be bad news from the standpoint of this jogger, but at least I know now to look for options elsewhere.

Riverside Park is nice for jogging. People jog on the bridge crossing the waterway.

Well, that's good news. Thanks, Grammy Linna. The bridge, of course, will be a paved or steel hard surface. But in Riverside Park itself, are any of the joggable trails composed of dirt, wood chips, or grass? Resilient surfaces are better for avoiding muscle and joint injuries if they are available.
