theres alot of man made ponds in the suburbs, does that mean they get free water? water grows on trees here

Not sure what you're asking about... water is more plentiful (and cheaper,) here then places like Arizona.

But you need to keep in mind that a lot of the "man made ponds," collect a lot of water from nearby creeks or run off ground water. Many parts of the Tualatin Valley are "reclaimed" swamp land and wetlands.

i was thinking of oregon city where there arnt any creeks but water for houses, they have them in new areas ,sherwood might have them

Most of the ponds are detention ponds for surface water runoff. New subdivisions are required to have them so that the local sewer system doesn't get a huge influx of water as they were built with a smaller development footprint in mind. More paving and houses => more runoff.
