Will it keep gaining population? What about jobs? Will Portland stay a provincial, mellow, hippie, weed smoking city or turn into a more serious, cosmopolitan place? (kinda like Seattle did)

No, I don't see Portland turning into Seattle. I do see the population growing, and I do see the people of Portland starting more and more nee businesses with making products they want to make due to there not being enough jobs for everyone. I see Portland growing as a small business city that makes local products.

Yeah, it seems Portland's small/independent business economy is thriving. Etsy -- which is based in Portland -- embodies much of what Portland's economy is all about; pedaling of artisanal stuff. Portland is just full of unique businesses and people aren't afraid to do things outside the box. It also a corporate presence, but it's not as prevalent as Seattle. Portland's economy will likely lag behind Seattle's, but it will continue to draw people who work to live rather than live to work. COL will likely to continue to increase, but continue to lag Seattle's. But I do fear Portland may become a resort town with a poor local economy full of people who've gained riches elsewhere who end up retiring or semi-retiring in Portland. Kinda like a larger version of Boulder or Santa Fe.

Comparing 2002 Portland to present day Portland, Portland still feels like a big town instead of a city in spite of the large population gain during that time. I think Portland's narrower streets, smaller blocks, and human-scaled development makes it feel smaller. Seattle has lots of large thoroughfares that feel like freeways, bigger buildings, bigger blocks, and just has an overall larger scale.

or miami, to a lesser degree of course
that wud suc, it seems that COL is higher than it should be considering mediocre job market, but i guess its the west coast location premium

When compared to the other larger cities of the West Coast, the COL is still quite low.

Good example is the local bike scene. Here is a list of companies that build bikes in Portland: Bikes made in Portland, Oregon and I can't even count the number of companies that make just bike accessories.
