Most sexual assaults occur by someone the victim actually knows so sexual assault happens everywhere unfortunately. Domestic violence which can include physical assault mostly occurs in the home as the cowards that beat on their partners and children know what they can get away with out in public. So much DV goes unreported so again, even the "best neighborhoods" experience assault but usually by a family member. Portland is much safer in regards to "violent crime" by strangers, compared to other West coast cities but I have seen, heard about and know about "incidents" in the nicest of neighborhoods here. Portland is no utopia.

I definitely agree with you that these crimes occur in Portland, as they do pretty much everywhere. I was just questioning the statement that the Portland neighborhoods have a "high rate" of violent and property crimes - I guess that means to me something above the ordinary.

By sexual assault I was mostly referring to the sex slavery trade, and also it seems like random attacks by strangers are more common in Portland compared to many other cities.

I'd say Portland for a big American city has below average, but hardly negligible violent crime (in other words, don't let your guard down) and above-average property crime.
