It's the bus service that most people who don't drive have to depend upon to get from neighborhood to neighborhood. If it's good in Milwuakie that would be a plus for the OP. I always liked that suburb.
Last time I was looking around (just 3-4 months ago), places seemed to mostly be adopting a look the other way attitude unless you annoy your neighbors with pot smoke.

No doubt this is because tobacco creates a giant, expensive problem for the property owner (yellowed walls, carpets that have to cleaned multiple times or replaced entirely, vents and duct work that have to be cleaned out).

If I were a property owner, I'd be much more concerned about tenants smoking tobacco.

I hesitate to give up this particular secret but it's the Four Seasons Green Tree apts, about 5 blocks from the Haggen. Of course, about the same time I was making my post Haggen filed for bankruptcy, apparently. I'm sure that spot will remain a grocery (it was an Albertson's until a year or so back).

In the Eugene thread I suggested several other areas you might want to start with that are even closer to more stuff.

I didn't know what effect marijuana smoke had on apartments as to whether or not it was the same as tobacco over long time use. I know what it's like while being smoked but I didn't know if there were any lingering effects.

I can remember looking at apartments where previous tenants had been smokers. I am allergic to the tobacco plant as well as the smoke. I start coughing and sneezing right away when I come in contact where cigarettes have been smoked. The moment I would step into an empty apartment where there had been smokers residing for a few years, I would begin coughing and wheezing.

The apartments looked as you described. Besides my own problems with cigarette smoke and tobacco allergies, I never understood why landlords allowed their apartments to be destroyed by smokers prior to the general inclusion of boilerplate clauses of "no smoking" in rental contracts.

Back in the 70's I shared an apartment with my sister in a Chicago suburb. Her boyfriend would occasionally come over and they would go into her bedroom and smoke weed. The smoke would waft under the door. My cats would run up to the door and sniff. I think they got a contact high because they really seemed to be enjoying themselves.

have you ever smelled the foods or candle waxes that people burn?
or the BO from old folks?
diapers?
cat boxes that permeate the halls?
Dog crap in common areas?
