My girlfriend and I was considering moving to Portland because we have been able to find great opportunities there in her field. But I'm constantly hearing that the people of Portland doesn't take to outsiders to well. I would like some input.

Some do and some don't; just like anyplace else. Wherever you go it takes time to fit in and get to know people. I wouldn't worry so much about being accepted right away. I was treated very badly by my coworkers when I moved here many years ago because I was from out of town but in time I made great friends both native and transplants.

This is so bizarre to me. When I lived in Portland I had a very positive experience with people. I loved living in Portland.

If I cared whether people in a given place 'took to me' or not I wouldn't be able to live anywhere.

So long as you use plural inflections of your verbs when you have plural subjects and don't substitute "get" for "have," you'll be fine.
