Not necessarily. The Raiders have a large presence in LA but it's mostly from the working class neighborhoods. The Raiders have never really appealed to West LA or the wealthier areas, so the Rams and Chargers could have targeted those areas. When the Raiders played in LA, they had crowds similar to what the Rams have now.
