I don't think people admire evil, I think they admire strength.
Evil people are usually strong, confident, bold, and unique. The fact that they have the courage and strength (if you want to call it that) to take risks and challenge the status quo is what people admire. Not so much the evil itself.
The "average" person is basically a sheep afraid to offend, take risks or challenge anything. They "go along to get along" and they follow the crowd blindly. This is weak. We don't admire the weak.
Oh nonsense. Plenty of evil people are powerless or poor or feel inadequate.
