I wouldn't turn down a neighborhood without a community pool if there is a YMCA close by. The Y offers swimming year-round plus a multitude of other activities. And if you live in a neighborhood without a pool, chances are your neighbors will be at the Y too. We have several friends who joined the nearby Y instead of paying for their neighborhood pool because they got so much more for their money--and still made a lot of new friends. Always choices to make....
