I was satisfied with TW when I had it, but would not go back, now that I have Uverse. With TW, I did notice peak time degradation, and while streaming from netflix occasionally the quality would degrade midviewing with a message "your connection has slowed and playback is being adjusted to avoid further interuption." It's just more stable with Uverse.
It's a fairly well published fact that cable companies who also provide Internet will slow down or degrade Internet speeds when you are streaming from a content competitor.

That was Comcast and not Time Warner cable. Time Warner has only wanted to put BW caps on, which they haven't done yet.
I have noticed network slowness during the peak times like Fri/Sat 8-12pm.
Peer to peer issues could be cause by the massive number of connections outbound eating up your upload (which is tiny) which has a large affect download speeds. It's not a specific thing TWC does, but it's a happy consequence of the hobbled upload speeds they provide with their service.
i've been a RR user for at least a decade and have found that customer service is generally miserable, but the speed is always as advertised: went from 5/0.3 basic to 7/0.3 basic to 10/0.5 turbo and soon to 50/5 wideband.
thought about uverse when it became available, but others i know using it complain about limited HD steams & bandwidth issues, as well as poor video quality. in addition, the contract requirements suck.
As has been said TW is the best of the bad and limited number of options available in the Triangle. I know someone that uses Clearwire in N. Raleigh and they like it and the price right but it depends upon how close you are to a Clear tower.

Ugh, I am sad reading this. We have had Verizon FIOS here for 3 1/2 years. Sounds like we will be going down a notch with Time-Warner. Is it really that bad?
I guess it depends on what level of internet speed to you need for whatever you will be doing from your house. We have a handful of devices running at once in our household, and I rarely have any "speed" issues. (Note that I do not stream media, however.) The only thing that I tend to think is "slow" are large file uploads, but I don't do that so constantly that it's much of a problem.

depends what service you're willing to ante up for...
i have been on the 'signature home' 50/5 for some time now and it 3rd party tests at exactly the speed they claim pretty much any time of day. the outbound speed improvement is huge.
while it is certainly pricey, it is actually $40-50/mo less expensive than the previous assemblage of packages (including AT&T landline) i was using.
also, the sig home customer service / tech support / field tech is noticeably better.
I heard more recently about TW that the quality of the Internet service is really dependent upon where you live and how many other subscribers there are in your neighborhood. The more subscribers the slower the speeds as everyone is sharing the same finite amount of bandwidth.
