I did not get the expected mileage from my previous set of tires and discount tire store is offering me a new set after prorating the price. That's good.

I am ready to buy a set of new tires. Now, this weekend there is tax free deal on a set of new tires at discount tire stores in NC. Why does tax free offer not apply in my case? One store told me so.

Prorated price on the new tire set is due to mileage warranty on the old set. I don't see why that does not allow me to take advantage of tax free deal. tax anyways goes to the state...?

The tax-free deal is just a gimmick. All they are doing is giving you a 7% discount. It isn't really tax free. I guess they won't do the tax-free deal with the pro-rated price b/c they don't want to sell the tires that cheap.

More like 5% since the tax rate recently dropped 2%. Not worth a minute's wasted time. You may do better without the prorate since some adjusted prices are higher than retail discounted prices.

Sales tax dropped 1% and is now 6.75% in most counties.

This is true. You're still paying sales tax, as tires do not qualify for the tax-free weekend. They're giving you a discount equivalent to the amount of sales tax. This offer is good on the purchase of a new set of tires. In your case, you're not technically purchasing a new set of tires; you're getting replacement tires under their warranty, minus a proration for mileage. Kind of like paying a deductible on an insurance policy.
