No, a builder would not paint the walls those colors. They also would hire a painter that knows how to "cut in". See where the paint is slopped onto the ceiling? Also, no builder would leave a tape job like that. I dont think you can blame the builder for the mud/tape. If there is an underlying problem like a leak or inproper framing/air space/baffles, then that might be the builders fault....but its been 7 years...they arent coming back!
Your ceiling appears to have been repaired terribily. There may be more than a bad repair, so get it checked out by a contractor.

Default Just had this done.

During the pieces of Irene moving through the Raleigh area it exposed a leak in one of my large skylights (along with toppling a large poplar tree).

I had to have the roof repaired along with new skylight flashing installed and then have a expert sheet rock/drywall repair/installer come in and fix the interior damage.

If you want a recommendation for a roofer: Dave's Roof Repair - Roof Repair Raleigh Cary Apex North Carolina

The guy is honest, family guy, fast, extremely knowledgeable, stands behind his work, and a good friend of mine. He is the only guy I will let up on the roof for repairs.

He also does all the roofing work for my extended family.

So it may have anything to do with a leaky roof though I don't see any brown spot (water stain). But I guess it's safe to have my insurance company to take a look if it has anything to do with storm

Why open an insurance claim without knowing you have a storm casualty?
Why put something into your home's CLUE Report unless you are sure you need to?

It looks like an amateur mud job to fix the original tape joint coming loose. I put the picture into software and played with the contrast/lighting. I cannot see any water marks. Have a roofer/licensed contractor look at it to verify, but leave insurance out of it. That is for catastrophic type damage. Your house will probably be "red flagged" if you file a claim on this, which will show up when you sell the house.

If I hadn't recently given you rep I'd do so again Mike. This is very true for me. I've been with my insurance company for more years than I can remember and had no clue that they were penalizing me for accurate information (making a phone call about a motorcycle accident I was in but paid out of pocket) and inaccurate information too (accidents I've never been in nor even knew about).

I'm very proactive on checking my credit report (2-3times a month @ Quizzle and MyFico) and never even considered the CLUE report. Even though I was not penalized for the accident points I was put in a high risk pool due to reported accidents on my CLUE report.
