When I found a dog and wanted to find the owner I called the shelters, put a free ad in the News and Observer, called the veterinarians local to the area where I found the dog, and put a free ad on petfinder.com. Those are some ideas for finding an owner. One can also ask to put up notices in the local convenience stores.

For other people who find lost animals, Other websites to post on include:
Triangle Lost Pets of Central North Carolina - Dogs, Cats, and Other Pets and Craigslist. There are bad people out there so I recommend describing the dog and then having them send a pic of their dog if they contact you. (I know the OP is not the person who found the dog).
It looks kinda like Roux, but Roux is darker with longer fur.
