If you want to teach in the school systems, NCSU has a program through their College of Education. Otherwise, if you just want an add-on certificate (which may help you get a job at a private language center or overseas position), Duke has a program through their continuing studies. If you are really serious about getting the best positions, I'd recommend getting your M.A. TESOL. (I think UNC-Greensboro has a program???)
