The Triangle is a liberal area. You'd have a harder time fitting in if you were conservative.
800 dollars can certainly find you an apartment/duplex to rent, I don't know about a small house.
I guess it depends who you associate with or spend your time. I'm very conservative and find the majority of people I see are similar. I think either person will fit in fine, but it will depend on where you go.

You want to base a life changing decision and not visit an area for a short period of time before moving here? I moved from Michigan and visited 3-4 times before deciding to move here. The Triangle is huge, so recommending neighborhoods on your budget is next to impossible. Nobody here knows you personally or what you like. For $800 a month you will need to get away from Raleigh a bit, but that could be any number of cities. Go to Realtor dot com and look at rental homes. Make a trip here and drive by those rentals and get a feel for different cities and areas so you see what you get for the money.
Do you have any friends/family in the area that you could stay with/borrow a car from to check out the different areas of the Triangle?
From what you've said about yourself you'd probably like Chapel Hill/Carrboro or Durham best.
It definitely gets below 35 degrees here most nights between November-March. Average winter low is in the low 20s avg winter high is in the high 40s/low 50s. It gets down into the teens pretty much every year. Granted there are also almost always a few days in the winter where the temps will be over 60.

That was four years ago. Hopefully the times are changing.
It really depends on what your priorities are and where you wind up working. If you're not sure when you first move I would suggest the Brier Creek area of raleigh. It might be above your budget though unless you're ok with a 1 bedroom apartment. Most apartments are pet friendly and many have dog parks associated with them.
If nightlife is important I'd tend to be more towards downtown in any of the main cities - Raleigh, Durham or Chapel Hill. Glenwood South is the popular night life area in Raleigh. with Raleigh or Durham avoid the southeast parts of the cities as a general rule, they tend to be kind of rough.
I would also highly recommend visiting before you move if you can. It would give you a better feel. For what you described wanting I'd say the triangle is a great fit. There are lots of parks and greenway trails for outdoor activities and the job market is pretty strong.

If you've never been to the Triangle, how do you expect a bunch of people on the Internet to tell you where YOU would like the most? You don't know where you will be working, to narrow it down in that manner.
BTW, you will need a car to live or most likely work here, depending on your industry. What kind of jobs are you looking for?
