I've been reading that there's a plan to build a town center with retail and housing.

Has this started?

Yes and no. They have some plans and they've torn down some buildings, but haven't actually started anything new yet.

Do you mean the area around what is now The Frontier? The old IBM buildings?

I think the Research Triangle Foundation, which manages RTP, was looking specifically at the forlorn strip retail center on 54 just west of Davis Drive... where the Governors Inn used to be. Nothing firm announced yet, so far as I know. The ex-Nortel campus on the north side of 54 by the railroad tracks (100 acres) is also empty and ripe for redevelopment.

Hines, which is a huge international developer, is supposedly involved.

I think OP was thinking of RTP Park Center (next to Frontier):


Park Center Redevelopment


The last I heard, they were still lining up contractors for this project, seems to be slow going at the moment

Park Center is an interesting development. Looking at the site, an 18,000-square-foot grocery store is planned. That is smaller than supermarket Publix's 28m (28,000 square feet) prototype. A specialty gourmet grocer like The Fresh Market or Trader Joe's could fit.
