You might want to check out flonase or its generic equivalent. It's a nasal spray so it goes right to the source of the problem.
Also, a GREAT solution for this time of year is a sinus rinse. A little alarming, but if you warm it up to body temp (think "Baby Bottles") and use ONLY distilled water, it's not too bad. The relief is amazing and undeniable.
