I’m not 100% sure what that is, but I will ask them next time I talk to someone in the planning Dept.
Things it could be:
Later this year, they will start on a widening on that section of M-C rd and they may be moving utilities ahead of that.
The gas company has redone some lines going the other way from the Little gas “substation” there and may be heading south now.
The town will be building a greenway section connecting from that intersection to the greenway that was just put in running parallel to M-C rd and this could be that work. (I was thinking that was a later on project but maybe now is later on)
Not sure about the OP question, but I can confirm (first hand) that the section of greenway between evans and Chapel Hill Road is functionally complete and rideable. The link shows it under construction. (Thanks for the link, I did not realize it goes all the way to Davis, that is good!!!)

The part that isn't complete is the path under the railroad bridge. They have big fences to prevent you getting through there. One of the fences is on a bridge - so there really is no way around, they clearly don't want people going through there.
They are supposed to replace the railroad bridge pretty soon, and the path will be built along with that project. The Morrisville website says that bridge construction should be complete in early to mid 2019 but there's no way that could be right - they haven't started work at all yet, and this is bound to be a complicated project with many phases, the *very last* of which is sure to be opening the greenway.
