The difference in the percentage of high players in each state recruited by D1 schools for basketball is huge. NC has the second highest percentage in the country at 3.4%. MN is .7%.
What are they doing out there in North carolina? Those numbers are crazy for pretty much every sport. North Carolina is definitely doing something right.

It still works out to less than one kid being recruited per two teams based on a 12 man roster.
There are states and sports where the level of competition compared to others is on a whole different planet. Comparing NC's Baseball to Minnesota's would be a good example. Comparing Minnesota's HS Hockey to most other states, is another good example.
NC does have an overall higher caliber of Basketball. But it isn't so vast that they develop talent so deeply that kids from elsewhere are going to experience a huge skills gap.
NC is 4th in the country for baseball recruiting at 5.8%, much much higher than Minnesota's 1.3%, which is in the bottom tier.
The link does not list hockey, and I'm sure MN would be much better at that.
That's my point. A kid could that might play varsity HS baseball in MN could very well have no business on the field with many NC teams. That isn't true, on the whole, with basketball. Especially around the twin cities MN has pretty decent basketball.

Ok. I read your post wrong. But it still looks like NC has MN beat by a bunch on basketball too. Maybe it's because the weather is better here and kids can get out and play more?

The percentages are almost exactly the same...NC has about 80% percent more basketball AND baseball players being recruited than in MN. The level of difference between the 2 states is essentially the same in both sports. And its dramatically higher in NC for both sports.
So, using the percentage of high school players recruited by D1 schools as a proxy, the relative level of competitiveness between the 2 states is the same for both basketball and baseball, and NC has a much higher level of competition in both sports.
