I would have contested it back then if there was not an actual speed listed and seen if I could get an improper equipment reason
This is pretty much always the answer for any speeding ticket. Get a lawyer. They know the game and the cost is not that much, usually around $100 plus whatever the fines and court costs will be.

Nope.....it'll be closer to $400. Good luck finding a lawyer that will take the case for $100.
So what happened back then to resolve the ticket? Did you go to court or just pay the fine? If you just paid the fine, then that was a mistake and I don't think a lawyer can help you now since the damage has already been done regarding your insurance rating.
I just paid the fine. The insurance website said that no points would be charged if I was not exceeding the speed limit by 10 mph and I wasn't in a school zone. I thought that the "exceeded 45 in a 45 zone" wording on the citation was meant to help me, not hurt me. Now I know better. And I have never had to hire a lawyer to get out of a ticket. I've always been given the option to take defensive driving, but like I said before, this was my first ticket in NC and my first in over 15 years. I'll call this Portnoy fellow and see what he says. Unless it is some difficult case, the lawyer fee is definitely not going to be $400. Your total might be, but that will be including your court costs and fine, if applicable.
I called my insurance agent. She said that if I had the ticket fixed, the point would come back off my insurance record and the 30% increase would be taken back off.
I then called a traffic attorney. He looked up my citation and said that he could retroactively ask for PJC. The fee would be $250. That's certainly better than the extra $400/year for 3 years that my insurance company would charge me if I did nothing.

You are correct, if the lawyer is charging 400 for a speeding ticket it's probably for the ticket/court costs plus his/her fee. I've never seen a total of more than 300 or 350 total for ticket, fine and lawyers bill.
