Vent pipes don't leak. After the day the system is tested they'll never (ordinarily) have any water in them.
When they might (Very rare) it'll be backed up stinky nasty waste line sewage water.
If that were the case your complaint and the OP title would reflect that.
However, the vent pipe is often a conveyance of leaked water.
It provides a path for water to follow. By gravity. Most often observed after a storm.

Agree. Even in a hurricane, I can't imagine it collecting enough water at enough pressure/volume to cause a notable leak. More likely the flashing/boot is leaking and the pipe is the easy external path.
Agree with MrRational, vent pipes don't leak. If they are behind drywall, the chances of them leaking are slim to none. (unless the guy that booted it for you last time lost his balance and use it for support) BUT, if the vent pipe is exposed running through attic area, something/someone/or some storage item may have fallen or bumped it and caused a crack or split in a joint. I'd look for that first.
Only one I ever had leak was just such a scenario. Someone stacking boxes in the attic storage leaned against the plastic vent pipe and broke it free at a joint.
