Hi I’m from NJ. Our waiter the other day in Cary who lives in apex for 8 years said “everyone” he knows in Cary have been complaining about “rules and regulations” and higher taxes. He said he never wants to move there however he couldn’t give me any examples just spoke in generalizations.
What kind of rules and regulations do Cary residents dislike or was he just talking?
It is a joke that everyone in Cary must have a beige house. Some people believe it. Most homes in Cary are part of an HOA, which the waiter may be complaining about. I think most people in Cary are happy to have great schools and to live in an attractive area.
There's a reason he couldn't provide examples. He was just talking.
Cary is a very easy place to live.
NOW.... You might choose to live in a neighborhood with a repressive HOA, but that can happen in any town, including Apex.
HOA is NOT a town issue. It is a neighborhood issue.
Taxes.
Cary has the lowest tax rate in Wake County. Valuations are only a bit higher, so taxes are truly comparable to Apex.
They are not hugely different.
IF the waiter owns a house with an Apex address, but is in unincorporated Wake County, and is paying no city taxes, that is not a valid comparison to living in incorporated Cary with city taxes.
Been in Cary almost 15 years, really can't think of a rule or regulation that has significantly negatively impacted me off the top of my head.
My overall property taxes on my house (county and town combined) have risen about 80% over our time here. Of course, my home value has increased by around 150%, so...
HOA? Never dealt with one, but yeah, not a town issue and certainly not unique to Cary.

The "any color you want, as long as it is beige" is based on past actions. Remember the red metal roof in Lochmere (which I think is still there).
When I moved to Cary in the early '80s, I think the population was around 40k. (I was admonished even then for wanting to write my check for water to the "City" of Cary.) Even with all of the annexations and growth, I never really had much to complain about. The only reason I don't live in Cary now is my current house just happens to be outside of city limits.

Red metal roof has sadly been painted black
Not because the town of Cary or Lochmere HOA made them...just new owners wanting to change it up
While fairly controversial; it is true that there are in fact speed limits on Cary Parkway. They are ignored by about 90% of drivers with little to no consequence though so no worries to the ole chap worried about all those regulations restricting his freedum's....
