If you are there, get your feet wet. For sure.
We have waded at Topsail Beach on New Year's Day.
Didn't want to swim in it, but felt good wading for a while.

I do day trips quite ften to Wrightsville Beach. You might want to consider parking on the side parking lot of the SunSpree Hotel. They have parking meters all up and down Wrightsville, but if you park on the street, where do you go to the restroom? Thats why I park at the hotel, and use their restrooms and beach bar. It is perfect. Get there early because that lot fills up.

We go to Nags Head (Outer Banks) in May before peak season starts and schools let out. The water is warm enough and the jelly fish aren't around yet.

We live near Emerald Isle and this weekend was the first time since fall that I have found the water warm enough to get my feet wet while walking along the beach.

Still at this time of year, the temperatures are usually ten degrees cooler on the shore than they are inland.

Emerald Isle is about 2.5 hours from the Raleigh Durham Airport area.

There's very little traffic this time of year and there are number of very good local restaurants in the area.

You can check my site http://coastalNC.org for some restaurant reviews and travel information.

The beaches aren't exactly crowded this time of year unless you count Pelicans as a crowd.
