Aquent has operations here in Raleigh. Besides that, there's the 37 Signals job board (if he's an Art Director in the interaction field), boxesandarrows (same criteria as 37 Signals), AuthenticJobs, etc. Oh, and of course, don't forget about Raleigh Craigslist.

I can honestly say that if he's looking for work in a traditional, print-based agency, the pickings are going to be very slim here (unfortunately).
