When I clicked on the story I found this article, it has a date of Jan 2016, but it does talk about ways to boost your home's value:

upstairs laundry

Well, gee, I want that 35% bump, so I will definitely go out and reconfigure my entire house to move the master from upstairs to downstairs, and the laundry from downstairs to upstairs. That should eat up the entire 35% quite nicely.

Wait . . . that's not what they were talking about?

Not exactly. Seems to me they are saying, "Invest $135,000 into your $250,000 home, et voila! 35% bump in value!"

I started skimming the article the other day and just completely moved on. It was an article like you'd see on Yahoo or MSN money and was pretty much a fluff piece.

I enjoy CR but some of their articles are just to fill space. Hopefully most people will see it for what it is.

CR has a history of being pretty good with toasters and washers and dryers, but should steer clear of most advice in financial and contractor arenas. They undermine their reputation considerably when they get outside their areas of expertise.
The "35%" cover is clearly "click bait" journalism.
