Just when I thought aluminum was the bad one to have and copper the best I look at a house from 1960 and the Realtor says we have to see if it has cloth wiring.
And if it's not it's not really a problem. It can be a pain in the ass to deal with, but not unsafe.
A quick search told me that it could be an insurance issue, but it is concrete block and I would think it's not cloth because there was an addition in the 80s and the breaker box looks updated.

It can be. Cloth covered wire usually has rubber insulation under the cloth. The rubber insulation will be well beyond its design lifespan and can deteriorate to the point where it can be a fire hazard as it no longer properly protects against shorts.
If cloth insulated wire is found, it should be replaced. I used to install communications equipment back in the day, so to speak. When we came across cloth covered power wiring we automatically ripped it out and replaced it with modern stuff. And that was 30 years ago.
Cloth wrapped copper wiring is almost certainly more than 50 years old and in need of being replaced. It could be 75+ years old. If you are not prepared to rewire the whole house, don't buy it if it has "cloth wiring."

This is likely NM cable with the outer sheathing as cloth, with the inner wires having modern plastic insulation. That sort of cable was used until 1962 or so. One concern I would have is typically this older cloth-outer sheathed cable is often not grounded. Sometimes it is marked, though you may need to open an outlet box to determine this. (Grounded NM cable did not come into widespread use here in the US until around 1962-65 or so).
