Seasoned homeowners, I need your advice.
My neighbor's renter keeps his dog outside for the entire day, on chain. The dog is mostly quiet. But it poops where it's chained, and it's right by my fence, right in front yard. The homes are very close to each other, maybe 20 yards. It's still winter, so no smell yet. The dog tore apart their trampoline, so poop is mixed with trash from that thing. It looks worse than any junk yard I ever saw.
So, what are my options?
I was thinking I'll go talk to the other renters first, obtain the landlord's phone, then talk directly to the dog owner, and if he does nothing, I'll call the home owner. But what if they both won't do anything? What else I will be able to do, where else I can go?
We are outside of city limits.

Not sure of the laws in your State, but in many it is illegal to have a dog chained all the time.

Call the township or city and report a junk yard looking neighbor and report the dog to the animal control officer as being chained outside for a long time.

Thanks for the responses! I understand what animal control can do - come and take the dog off. What the city/borough administration can do?
And, should I go straight to them or try to talk to the owner/renter first?

call your city , ask them they will know what can and can't be done.

Of course many landlords want reasonable relations with neighboring properties, they don't want to waste time and money in courts. A good landlord knows that what is a small matter to him or her, might be a large emotional matter to other owners nearby. They would much rather have the nearby owners as allies...

so look up the owner and call them, you could even snail mail the owner....

The pet waste might be a code violation under "Health and Safety". If this is Alaska (from your user name) you may not have those codes, though.

That situation is animal cruelty. Call your town/animal control officer. Don't waste your time with the neighbor (owner or renter).
