I don't doubt they haven't done anything. We don't use the electrical panel that often but surely would have seen a dead mouse in it before it had time to totally decompose. I can't believe that the home owner or agent didn't catch that before listing the house or that no one has caught it that looked at the house. My hub is always looking at the electric panel to see if it's labeled or not.
I guess the pet smell is a dog?
Well... actually the mouse would’ve been inside a panel that has to be taken off with a screwdriver. Most people don’t do that.
I've smell cleared out bedrooms with decades old carpeting with the odor of urine soaked wood chips/kitty litter from a pet one had decades earlier meaning the pet probably went where ever they wanted. With the right temperature and humidity it was a fresh yet the last time a pet was in that room was decades ago. People don't realize how much there pet can smell to a non pet owner.

I've heard landlords in particular saying they hated smoking tenants not because they didn't pay but because the nicotine/smoke coated walls have to be cleaned before painting/repainting.
Also a big cologne user. Nothing like the smell of stale cologne and sweat-yuck.
There should be some kind of secure panel that hides and protects the bare wires going into the breakers. Something a child can't just open and stick his fingers in.
Lots of good discussion here, but the long and short - i did, and am back on the hunt. I don't mind some sweat equity, but that felt like a disaster waiting to bankrupt me...
