OP: good luck to your son. It sounds like it’s been as bad as it can get for your family.
Both my son and DIL are motivated to finish the loose ends. No child support and no structured visitation is a win for both from each of their perspectives. They even divided up the dogs amicably! This is just the only loose end.

Your son should just pay for the Appraisal out of his pocket. It’s not that expensive. Just be prepared for it to take time since all the appraisers are really busy right now.
