That is a condo so each unit is owned by an individual owner. That owner is responsible for his own repairs that are needed inside the condo. Each individual owner is responsible for his own lease and for choosing his own tenants.
The "property manager" is the employee of the HOA and he is taking care of repairs that are needed outside of the units. He does not manage the individual units. The HOA does not own the units and so they do not manage them and thy do not pay someone to manage them.
I believe what she hasn't stated is it is a short walk to the ocean. I'm not sure that's a plus exactly. Sea level rise on the East coast is a reality.

In the Pacific Northwest we have a subduction zone fault going under the coast that actually lifts it up. So, we are neutral on sea level rise. It's obvious that Southern California has a ton of coastal erosion. But, there's already a lot of flooding of certain cities on the East coast (Miami and New York). So, where you actually have high tide during a lot of storms pouring water into the city streets or subways in the case of New York you are seeing the effects more on the East Coast.
