I believe that you should consult an attorney to make sure you fully understand not only the terms used in RE conversations (such as "lease, agreement, license, etc) but the actual TERMS of your transaction in particular.
I have a tenant that hasn't paid his water bill in 9 months. it states in their lease they are responsible for this. They have not made one single payment since they moved in. The water company finally shut the water off on Friday. They haven't paid the rent for October, nor made any attempt to contact me after I've tried numerous times. I finally had a 3 day notice posted on Tuesday. My concern is they are a family of 5 living in my house with no water. My old neighbor (who keeps an eye on the house for me) tells me they come and go as though nothing has changed. Can this speed up the process for the eviction? After the 3 days, I plan to proceed with an eviction lawsuit, but what do I do in the meantime with them living in the house with no water? I am concerned what the inside looks like, if you know what I mean.
You are lucky to be in a state that has "3 day notices". We have them in CO and it really helps. But if the tenants don't move out on the 3rd day - you may have to evict.
As many of the other posters have said, this process varies greatly from state to state. The tenant's may have to have a chance to cure, etc. At this point you need a good landlord / tenant attorney.
A thought because they are living there without water - you may want to contact code enforcement. In our area, code enforcement would not allow the dwelling to be lived in without water. But again, you need to speak with an attorney before you do anything more.

I have a lease agreement with the previous landlord till Feb. Can the new owner just kick me out and how long do I have till I really need to move. Need answers ASAP!!!!!!!!!!!

As far as this guide states for New York City: http://www.nycourts.gov/courts/nyc/h...ordbooklet.pdf it appears that a landlord cannot evict you without "just cause". Him owning the property and wanting to move into your apartment is not.
I would quickly consult a Landlord/Tenant Lawyer in your area. They would be the best to handle this.
