He is telling you that you are the only person he wants to date and be exclusive. That means nothing more and nothing less at this point! That is usually how it works.
So why do you think it's a promise ring ? Did he say it was? If he did, and you guys are close, can't you just ask him what he means by that? Communicate... you'll need that later if it is indeed a promise for a possible marriage later.
I always thought promise rings were placeholders for engagement rings. They are usually given when the man is not yet in a position to marry (perhaps he's a student or he is not yet established in his career) and it indicates that a more proper engagement ring will be coming in the future when he is in a better position to consider marriage.
That sounds to me like something people would do in their early teens.
