A lot of people say that; in fact, there's a thread here about how karma pays the "bad guys" back. "You'll get yours!" is the mantra of the ever-hopefuls.
But I wonder ...
We always notice the bad guys who get their comeuppance but we miss the ones that live a long, prosperous life, perhaps because we don't want to see them - it would shatter our fragile theories.
If luck is indeed a random event, then how could it run out? It is inexhaustible, it strikes randomly; you have a 50/50 chance of either dying young when you're bad or living to a ripe old age.
Yeah, I saw karma working only once in my life. It's not very reliable... Fortunately, I'm not very revengeful.
