The only similar thing I can remember is Hobo Kelly painting with her brush over our "TV screen" and magically a scene would appear. I was so entranced with that, LOL. And her toy machine, how I yearned, LOL...

The only times I can remember low costs was in the 90s, where I could fill up my gas tank for less than 20 bucks.

It was on CBS in NY - I was watching it in '62-'64. I can only imagine that it was also in some other affiliate stations, at least on the East coast. Remember - back in those days the TV signals were weak and couldn't make the trip across the country without spending a few nights in cheap motels ...
