In modern times, Americans are required to have a marriage license before actually getting married and receiving their certificate. It's like that here in California, especially the LA area. Every site I check in regards to eloping, people need to acquire for a marriage license.
Do you believe states or the government should have a say over one's marriage?
Since your tax DEDUCTIONS are partially based on a two person household in the case of being married they are simply regulating that and keeps people from claiming a spouse as a deduction where none exists. Which would inevitably filter back to you and everyone else to pay for. So, there are a number of ways you can look at it.
You don't have to have a licensed or certificate, unless you want your marriage to be recognized by the government. Have all the ceremony you want and live together; nobody is stopping you.
