My Canadian friend does. It was charming. Maybe it's a regional thing?

They probably say it as a joke. Sort of like saying "where art thou". It's not part of the regular vocabulary of average Canadians like it would be for Brits, Aussies, etc.
Many Canadians probably wouldn't even recognize the world "whilst" or at least find it very odd if they heard it, to be quite honest.
