Um, by nature, don't think so, by nurture societal influences possibly, but I don't believe you'll ever see a toddler of either gender reaching for any implement to cover their body or to stop touching their anatomy if left to themselves to explore. People don't become insecure about themselves without outside influences. How they let them control and or overcome them is another thing.
